The site survey defines the system

Use storage intended for surveillance duty where appropriate, monitor disk health and test playback. A system that shows live pictures but does not reliably record has failed its main purpose.
Plan for power and connectivity conditions in Syria
Power interruptions and voltage variation require a complete view of the load. Cameras, recorder, PoE switches, monitor and router may have different priorities. A backup design should state which equipment continues, for how long, and how batteries will be checked.

Commissioning should test day and night image, movement, recording continuity, playback, export, storage status and the behaviour after a power interruption. Users should receive only the permissions they need and understand basic playback and fault reporting.
